EvPeriodic::createStopped — Create a stopped EvPeriodic watcher

     callable $callback ,

     int $priority = 0
): EvPeriodic

Create EvPeriodic object. Unlike EvPeriodic::__construct() this method doesn't start the watcher automatically.
