str_decrement — Decrement an alphanumeric string
   Returns the decremented alphanumeric ASCII
   string.

Returns the decremented alphanumeric ASCII string.
   A ValueError is thrown if
   string is empty.
  
   A ValueError is thrown if
   string is not an alphanumeric
   ASCII string.
  
   A ValueError is thrown if
   string cannot be decremented.
   For example, "A" or "0".
